This ruling seems very arbitrary for a number of reasons. Why 40? why not 35 or 45? If you are fit enough and qualify through the medical and your results, surely your age is irrelevant. Apparently this move is aimed at getting younger competitors to do the TT. Just how does this rule achieve that? ...
