Most likely, thought the name rung a Bell... Reason I ask is some one new I work with worked with him at Rolls Royce Leavesden 20 years back and he mentioned him yesterday. (Leavesden = Watford).

Bill rode with me for two years and is a fantastic passenger and a great guy.
He is also a very good engineer, and rode racing bantams with success.
My favourite memory of Bill is of him riding with Trevor Ireson on the 680 Konig
they were the most complete/competitive partnership around at the time
He won the Grovewood Award both with George Odell and also with Trevor
