Hi Paul - I think Tony meant for the TT (and other selected meetings like Scarboro I think) - 350s have been excluded from the TT for a number of years now.
According to the 2013 ACU handbook (I had to check it hadn't been changed for this year)
SECTION 18 FORMULA 600 AND FORMULA II SIDECAR
SPECIFICATIONS:
18.1 ENgINE TYpES
The only permitted engines for this class are:
Up to 350cc 2 stroke, twin cylinder
501–600cc, 4 stroke, 4 cylinder, Production based
Rotary engines are not permitted.
Over-boring is not permitted.
Induction systems:
Up to 350cc, 2 stroke: 39mm maximum carburettor choke size
501–600cc, 4 stroke: Any carburettor is permitted.
So - the 350 is still considered to be an F2 - although can't see how it can be a F600...

In answer to Tony - you've already got the rep's number - the answer to the other question is - yes - all engines can be checked - here's the bit from the championship conditions document:
ENGINE RULE CHANGES FOR 350 cc 2 STROKES from 1st January 2013 these will be as follows.
1/ Engines will remain as twin cylinder 2 stroke engines based on a 350cc engine. BUT it will be allowed to be over bored to a MAXIMUM of 1.5 (1 ½)mm provided this doesn't take the total engine capacity over 364cc. NO engine modifications are allowed that will take the total engine capacity over 364cc
2/ A minimum of TWO engines will be checked for TOTAL ENGINE CAPACITY after each days racing. This will normally be the winner. Plus one random on the first days racing and maybe two random on the second day if it’s the same winner both days. This will be performed by at least two people involved in racing in this class chosen by yourselves at the start of the season. One of course must be capable of doing the measuring and the quite simple sums to work out the engine cc. The second can just be an observer. To oversee fairness and continuity in the measuring procedures.

As for measuring Merv's monstrous motor - I'm sure we can come to some sort of arrangement for Merv - there are conditions of course....( he should know what they might be
