ID this rider?

Came across this photo online, but no ID, much less who the hidden passenger was, where and when taken. The fencing looks similar to some from the mid-sixties at the Isle of Man. So, any guesses?

Wonder where that bike is now. Colins bikes were always immaculate.

I must say I'm impressed that not only can some of you fellows identify the rider/passenger in a photo , but often can tell not on;ly the race and year, but even give the location of the shot on a given course! Outstanding!

Looks like the passenger has fallen off though and the driver hasn't realized - well until the next bend anyway!!!!!
