You're pointing the finger at the wrong bloke.
Roy has nothing to do with this.
I actually made the point at the ACU the other day that there is no need for an age related date for first timers, BUT there is a need to ensure that first timers have the correct credentials in terms of experience, equipment and pace. Ability is no respecter of age.
The current Mountain Course Licence requirement is laughably easy to meet, it needs to be stricter in order to eliminate the need for knee jerk reactions like this.

Dave, do you have any thoughts that people over 40 doing the TT for the first time are less likely to return? That's what the 'guideline' was supposed to be about. The Bucket list entries (solos I can see it, having a solo now is either family or rebellion).
I've not seen a full list of proper statistics. I've seen a Manxie driver say it's correct, I've seen a guy I respect as someone who knows his number say it is not but I guess we need to see a full list of newcomers over the last few years and their ages to analyse.

I don't have any statistics that I can rely on. I've seen some bandied about that are slanted to support either argument, depending on who is speaking.
FWIW, I think that a far fairer proposal would be to raise the bar on a First Time Mountain Course Licence to say that the 6 signatures all had to be with 95% of the race winners speed.
We are already changing the Clubman to National criteria from 90% to 92.5% of the race winners speed from 1st January, so as the Mountain Course Licence is seen as being a step above "National" it seems logical to set the standard higher. The old way was to have to apply for an "International Non-Championship Licence" which worked fairly well until the ACU abolished the points based system that you had to gain from true National events.
That way the Selection Committee would be able to be confident in the quality of the applicants before even sitting down to select the successful riders.
