last year i filled all the forms in real early, sent it all off, didn't hear a thing until about three weeks before the TT

Is there something wrong here or me & a stupid question.........
How can your entry for the TT be accepted WITHOUT a mountain licence?
Does not look good in the programme when 80 entries have been printed but only 50 are eligible, surly an entry requires a licence number.
