Is that saying that IDM will stay 1000 or that the IGG wish it to? Who are the IGG Malcolm, sorry I'm not really up on the German organisation set up.

To paraphrase in blunt english,
stuff the uninformed people that randomly change rules without negotiation, we are staying 1000cc because we support the current racers.

Yes, it's fixed: IDM with 1000 ccm in 2017 and normally also in 2018
